The email and calendar work without problems, but the contacts don't sync. Raymond_M said he escalated my issue to some specialists but it still hasn't been resolved.
Usually, EAS works perfectly well, so this is not a problem for you. It seems the core issue is that I can not add the account to be configured with the server m.outlook.com.

The same situation arises if I modify or create a new contact on the web at Outlook.com; I don't see these changes being synced to my phone.

There are instances when an Exchange server is using an SSL certificate that is not approved by Android. Thank you Raymond_M for looking into this matter. The phones were predictable, standardized, and contained very few surprises.
When connected to Wifi I am able to sync my phone, all folders, contacts etc are working great. is not working for my contacts.I have removed and re-added my Outlook account on my phone multiple times but the problem persists. "The first report of any problem involving email should lead you to verify that email is in fact working for other devices/clients.

The Android on the top line is showing "Access Denied". If the problem Android you are troubleshooting is not listed, there may be a problem with network access on the device or it can't communicate with the server/URL.In this case, the "Access state" shows the problem - Access has been denied, probably due to our quarantine policy (see the next section for instructions on how to allow a phone).
