That's a pathetic excuse, given that Greater Manchester's rape reporting has gone through the roof over the last several years, which is why the SSOU was founded in the first place. It specialized in sexual assault, and that was it's sole function. The Night Detectives is a great example of what doesn't work for me in this series.
